As Financial  reality hits the states its also going to hit Narragansett, The fact that our officials have chosen not to contribute any money at all...zero.... to fund obligations that  the town has duly  negotiated  has put us all at risk. Since 2006 ,town officials have used all kinds of tactics to understate the issue and the liability. Now the  s*** is gonna hit the fan. Several recent reports from the most respected investment managers in the world have suggested that pension fund Trustees in the US  lower their expected rate of return. This change alone  will cause massive increases in liabilty to  narragansett taxpayers. This  2005 -2010  tactic of keeping expected returns unreasonably  high and simultaneously not funding the plan is tantamount to fraud in our opinion. 
Sometimes people are so incapable of telling the truth that they need to have straps attached to their wrists and answer a series of simple questions. Usually yes or no. Mr Caesrine designed every budget and decided the amounts for funding of the pension plan since 2006. Mr Uttyebroek replaced Mr Caesrine on the pension board in 2006-7 and was responsible for reviewing any and  all fund money  flows in to or out of the town managed pension plan  since that time.
Two questions.
 
            Mr Uttyebroek have you ever  received any money from the town  into  the pension plan? yes or no?

            Mr Caesrine have you ever put any money into the town pension plan ? yes or no?

Unfortunately costs are completely out of control today after years of poor negotiations and mismanagement. We seek to structurally improve town finances. by letting taxpayers know how their money is being spent.
